
Hubballi-Dharwad Gears Up for 3D GIS Survey to Boost Property Tax
Hubballi: The groundwork for an ambitious Geographic Information System (GIS) 3D modelling survey has commenced in Hubballi-Dharwad, aiming to bring all properties under the tax framework. This ₹23.51 crore project includes an aerial survey set to launch this month, enhancing property tax collection.
For years, there has been a demand for a comprehensive assessment to identify hidden and misclassified properties that impact revenue. The Hubballi-Dharwad Municipal Corporation (HDMC) decided to self-fund the survey, issuing tenders and awarding contracts to Genesys International Corporation Limited (11 zones) and RSI Softech India Pvt. Ltd. (1 zone).
As a first step, both firms have sought approval from the Directorate General of Civil Aviation (DGCA) to fly aircraft equipped with LiDAR sensors for high-precision mapping. HDMC Commissioner Rudresh Ghali confirmed that the government is finalizing boundary maps to share with survey teams, and flights are expected to begin within 15 days.
Major Revenue Boost Expected
HDMC has already collected ₹138 crore of its ₹140 crore property tax target for 2024-25. However, officials anticipate annual revenues to rise to ₹350 crore by expanding taxable properties from 3.39 lakh to 4.5 lakh.
Post-aerial survey, teams will conduct door-to-door assessments, street-view mapping, 3D modelling, and database creation for future urban planning. HDMC Additional Commissioner Vijaykumar R. stated that the LiDAR survey aircraft will operate daily without disrupting other air traffic, ensuring smooth execution.
