KSOU scam: Governor recommended action against Varsity VCs

Bengaluru: Governor Vajubhai Vala has recommended action against KSOU V-C Prof M G Krishnan and former V-C Prof K S Rangappa who is current V-C of the University of Mysore, under the Prevention of Corruption Act and Indian Penal Code following major irregularities at the KSOU during the tenure of four V-Cs starting from Prof K Sudha Rao, followed by Prof B A Vivek Rai, Prof Rangappa and Prof Krishnan.

Therefore, my view and advise is that immediate steps need to be taken to prosecute the officers responsible for taking the following decisions causing financial loss and damage to the varsity and also benefiting certain private individuals, as a result of abuse of their office and breach of trust and powers entrusted under the provisions of the Act”, the Governor said.

The Governor’s decision to act against the officials comes after a report was submitted by Dr Justice K Bhakthavatsala. The irregularities and the abuse of power in KSOU is clear to benefit certain individuals at the cost of KSOU said Governor in a letter to V-C Krishnan on November 3.

He has directed the varsity to initiate action over several irregularities at the varsity, as highlighted in the report, in a span of one month.

He has advised a special audit of the university finances within a period of three months to ascertain the extent of financial misappropriation.  Justice K Bhathavatsala’s report said the irregularities include — violation in agreement with an agency named IEM wherein which the latter was paid Rs 1 crore without necessary provisions in the agreement, establishing 21 regional centres and increasing the salaries of regional directors without required statutes, violation in the construction of five regional centres at a cost of Rs 52.55 crore among others.

Violation in the rules relating to recruitment of staff and reservation policy of the state government has also been highlighted.
