Shivamogga: “Under the Minimum Support Price (MSP) scheme the process of registration for paddy buying will take place in seven Agricultural Produce Market Committee (APMC) from December 5 to 15,” said Deputy Commissioner K A Dayanand.
Addressing a press meet, here on Monday, December 3, he said, ‘The process of registration will take place in Shivamogga, Bhadravati, Sagar, Soraba, Shikaripura, Hosanagar and Thirthahalli APMCs. The rates of normal paddy and ‘A’ Grade paddy is fixed at Rs 1750 and Rs 1770, respectively.”
“This time around we have introduced a change in the registration process, in which the farmers have to provide samples of paddy weighing half to 1 kilogram. Based on these samples, a decision would be taken on the quality and if it is worth it only can the farmers handover the same to the rice mills”, he added.

K A Dayanand said, “The farmers must provide RTC (Record of Rights, Tenancy Crop information), holdings of small farmers and paddy samples. The holding certificates can be availed by providing the applications at Atal centres.”
“We have already passed an order to provide the certificates as soon as possible,” he added.
He said that the mill owners must provide the samples of paddy given by the farmers to the officials appointed by the collecting agency and that only after it is proven to be of quality, the farmers should buy and store them.
Dayanand said, “Once the mill owners collect the paddy from the farmers, they must register the same information online and also attach the certificate given by the quality check officials and upload.”
“Collecting paddy from farmers of other districts is strictly prohibited,” he added.
He said that when the farmers get the full bag of paddy and give it to the mill owners, the latter are supposed to pay Rs 6 per empty bags.
“The amount must be deposited to the accounts of the farmers within three days’ time”, said Dayanand.
He has warned of taking stringent action on people providing false information in the name of farmers. He has also warned all the officials and middlemen in this regard.
