The Bengaluru East City Corporation (BECC) is likely to establish a dedicated stray dog shelter and Animal Birth Control (ABC) centre on three acres of land at the Mandur landfill site after struggling for nearly eight months to identify a suitable location.

The move follows directions issued by the Supreme Court on November 7, 2025, regarding the management of stray dogs and the creation of shelters for animals picked up from public spaces such as schools, hospitals and bus stands.

Eight proposed locations rejected

Officials from the Animal Husbandry Department said eight sites identified earlier had to be rejected due to various complications, including lake buffer zone restrictions and ongoing legal disputes.

The proposal for the Mandur site has now been forwarded to the Greater Bengaluru Authority (GBA) headquarters for approval.

“We have sent the files to the GBA Chief Commissioner. Once approval is received, the shelter and related facilities can be developed within six months,” a senior official said.

Shelter to house up to 500 dogs

According to officials, the proposed facility will be capable of accommodating nearly 500 stray dogs. It will also include infrastructure for sterilisation and vaccination under the Animal Birth Control programme.

The project aims to improve the management of stray dog populations while ensuring proper care and treatment of animals brought to the shelter.

Focus on population control

Data from a 2023 stray dog survey conducted by the erstwhile Bruhat Bengaluru Mahanagara Palike (BBMP) estimated around 58,000 stray dogs in the Mahadevapura and KR Puram region, which was then considered a single zone.

Officials said the new facility would help expand sterilisation efforts significantly. The corporation currently handles around 25 stray dogs daily through its rented ABC centre in Hoodi.

Once the Mandur centre becomes operational, authorities plan to double the target to 50 dogs per day, helping strengthen population control measures and reduce stray dog-related concerns in the eastern parts of Bengaluru.
