Days after a deadly stampede during a Royal Challengers Bengaluru (RCB) victory event in Bengaluru claimed 11 lives and injured 53 others, the Karnataka government has proposed a stringent Crowd Management Bill.
The proposed law will hold event organisers accountable for poor crowd control. Violations could lead to fines of ₹50,000 and up to three years of imprisonment. Law and Parliamentary Affairs Minister H K Patil announced that the draft will be taken up in the next cabinet meeting for further discussion.

He added that some of these require deeper consultation, and concerned ministers will meet before the next cabinet session to refine the drafts.
The June 4 stampede occurred outside the Chinnaswamy Stadium, where an overwhelming crowd gathered for RCB’s IPL celebrations, resulting in chaos and fatalities.
The Rohith Vemula Bill proposes compensation up to ₹1 lakh for students facing caste-based discrimination in higher education, along with a jail term of 1 year and a ₹10,000 fine for perpetrators. This comes after Rahul Gandhi urged CM Siddaramaiah to enact such a law to address discrimination in education.
