Bengaluru: The National Commission for Women (NCW) has taken suo motu cognisance of the reported kidnapping, forced intoxication and sexual assault of a 14-year-old girl in Bengaluru and has directed the Karnataka Police to submit an Action Taken Report (ATR) within seven days. The Commission has sought a fair, time-bound investigation and comprehensive support for the survivor, while stressing the need for stringent action against those responsible.
The move comes after the alleged abduction and sexual assault of the minor in Bengaluru’s Devanahalli, a case that has sparked widespread concern over the safety of children and women.
NCW Chairperson writes to Karnataka DGP
The Commission said its Chairperson Vijaya Rahatkar has written to Karnataka Director General of Police (DGP) Alok Mohan, urging immediate intervention in the case.
In her communication, the NCW Chairperson called for a thorough and impartial investigation to ensure that justice is delivered without delay.
She directed the state police to ensure that all legal procedures are completed promptly and that the investigation is carried out in accordance with the provisions of the law.
The Commission has also instructed the Karnataka Police to submit a detailed Action Taken Report within seven days, outlining the progress made in the investigation.
Comprehensive chargesheet sought
The NCW has emphasised the need for the prompt filing of a comprehensive chargesheet under the relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and the Protection of Children from Sexual Offences (POCSO) Act.
The Commission stressed that investigators should ensure meticulous collection of forensic, medical and digital evidence to strengthen the prosecution’s case.
According to the NCW, proper documentation and scientific evidence are essential for ensuring a fair trial and securing justice for the survivor.
Protection and support for survivor
Apart from seeking strict legal action against the accused, the Commission has also highlighted the importance of providing adequate care and protection to the survivor.
The NCW has requested the police to ensure the safety of the victim and her family throughout the investigation and trial.
It has also recommended that the survivor be provided with victim compensation, legal assistance and psychological counselling to aid her recovery.
The Commission further urged the police to increase surveillance in vulnerable areas to prevent similar incidents and improve public safety.

In a statement shared on social media platform X, the NCW expressed serious concern over the reported incident.
The Commission said the case raises significant questions regarding the safety and protection of minor girls and underscores the urgent need for stringent action against sexual offences.
It also stated that it would continue to monitor the progress of the investigation to ensure that justice is delivered and that the survivor receives all necessary support.
Three arrested in the case
The case relates to the alleged abduction and sexual assault of a 14-year-old girl in an under-construction building in Devanahalli, Bengaluru, on the night of July 17.
According to the police, the minor was allegedly kidnapped, forced to consume alcohol and sexually assaulted.
Police have arrested three persons, including an autorickshaw driver and a woman, in connection with the incident.
The accused are currently facing investigation under the relevant provisions of the BNS and the POCSO Act, while further inquiries are underway.
Investigation under close watch
The Karnataka Police are continuing their investigation to gather evidence and ascertain the complete sequence of events surrounding the crime.
With the NCW now monitoring the case, authorities are expected to expedite the investigation and ensure that all procedural requirements are completed within the stipulated time.
The Commission reiterated that crimes against women and children must be dealt with firmly and that survivors should receive timely legal, medical and psychological assistance.
The case has once again highlighted the importance of robust child protection mechanisms, effective policing and swift judicial processes in addressing crimes against minors.
