New Delhi: The Delhi government is set to introduce the Delhi Land Records Bill, 2026, paving the way for every property in the national capital to receive a unique digital identity through a proposed ‘Property Aadhaar Card’.
The initiative aims to create a unified digital land records system covering village homes, land parcels, residential flats, commercial buildings and other properties across both rural and urban Delhi.
Every property to get a unique digital identity
Under the proposed legislation, each property will be assigned a Unique Property ID, providing it with an authenticated digital identity. The exercise will include surveying and digitally mapping all properties before integrating records maintained by various government departments onto a common platform.
In multi-storey buildings, every floor or individual unit will have a separate digital record, ensuring comprehensive documentation.
Chief Minister Rekha Gupta said the initiative would provide every property with a secure and trusted identity.
“Just as the Aadhaar card has given every citizen a trusted form of identity, every property in Delhi will now have a secure and authentic digital identity,” she said.
Drone surveys to map properties
The proposed project will use drone-based surveys and digital mapping technology to record property boundaries. The Survey of India will provide technical assistance for the exercise.
The project will begin in rural Delhi before expanding across the National Capital Territory. Village-wise mapping will be undertaken first, followed by surveys of residential, commercial and other urban properties.
Officials said meetings have already been held with village representatives to discuss the survey and documentation process.
Pilot completed in 30 villages
The first phase of the initiative has covered 30 rural villages under the Centre’s SVAMITVA scheme. Survey and identification work has been completed, while property documents are being compiled and SVAMITVA property cards are being prepared.
The government plans to use the experience gained from the pilot while implementing the project across the rest of Delhi.
Officials said the digital records are expected to simplify property ownership verification, inheritance, transactions, bank loans, building plan approvals and dispute resolution by reducing ambiguity over ownership and property boundaries.
The Bill is currently undergoing the approval process, and the Delhi government is expected to convene a special Assembly session to take up the proposed legislation.
