New Delhi: The National Investigation Agency (NIA) has filed a supplementary chargesheet against Hafiz Saeed, formally naming the Pakistan-based terrorist as an accused in the Pahalgam terror attack case. The agency alleged that Saeed orchestrated the cross-border conspiracy behind the April 22, 2025 attack that claimed the lives of 26 civilians.

The supplementary chargesheet was filed before the NIA Special Court in Jammu as part of the agency’s ongoing investigation.

Hafiz Saeed named as key conspirator

According to the NIA, Hafiz Saeed has been charged both in his individual capacity and as the chief of the banned terrorist organisation Lashkar-e-Taiba (LeT) and its proxy outfit, The Resistance Front (TRF).

The agency said the supplementary chargesheet expands upon its original 1,597-page chargesheet, detailing the alleged cross-border conspiracy, Saeed’s role in planning the attack and evidence gathered during the investigation through scientific analysis and field inquiries.

Charges under BNS and UAPA

The NIA has invoked various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, along with the Unlawful Activities (Prevention) Act (UAPA), 1967.

According to the agency, Saeed has also been charged with waging war against India and conspiring from across the border to facilitate the terrorist attack.

Earlier chargesheet named seven accused

The original chargesheet, filed in December 2025, had named Lashkar-e-Taiba and The Resistance Front among seven accused.

Investigators said they traced the origin of two messages posted on TRF’s digital platforms to Pakistan. One message claimed responsibility for the attack shortly after it occurred, while another later denied the organisation’s involvement.

The earlier chargesheet also named senior Lashkar handler Sajid Jatt, three Pakistani terrorists identified as Faisal Jatt alias Suleman Shah, Habeeb Tahir alias Jibran, and Abu Hamza, along with arrested Kashmiri residents Parvaiz Ahmad and Bashir Ahmad Jothad, who allegedly provided shelter to the attackers before the assault.

Attack killed 26 civilians

The case relates to the April 22, 2025, terrorist attack in Baisaran Valley near Pahalgam in Jammu and Kashmir.

According to investigators, three terrorists opened fire on tourists, killing 26 civilians, most of whom were visitors to the region.

The attack prompted a nationwide security response and a large-scale investigation into alleged cross-border terror networks.

India launched Operation Sindoor

Following the Pahalgam attack, India launched Operation Sindoor on May 7, 2025, conducting coordinated strikes on nine alleged terror-linked sites in Pakistan and Pakistan-occupied Kashmir.

The Government of India described the operation as focused, measured and non-escalatory, stating that the strikes targeted terrorist infrastructure without attacking Pakistani military installations.

According to the government, the operation targeted infrastructure linked to Lashkar-e-Taiba, Jaish-e-Mohammed, and Hizbul Mujahideen.

In the aftermath of the operation, India also placed the Indus Waters Treaty in abeyance and suspended visa services for Pakistani nationals.

The military action was followed by a brief escalation, during which Pakistan reportedly responded with drone attacks and shelling, while India carried out retaliatory strikes targeting military infrastructure.
