Patna: In a move aimed at empowering youth and enhancing employability, the Bihar government announced an expansion of the ‘Mukhyamantri Nishchay Swayam Sahayta Bhatta Yojana’ to include unemployed graduate youths. Chief Minister Nitish Kumar stated on Thursday that graduate-passed youth aged 20–25 who are not pursuing studies, employed, or self-employed will receive a financial assistance of Rs 1,000 per month for a period of two years.

Expansion of the scheme

Previously, the self-help allowance scheme provided support only to youths who had completed their intermediate education. Under the expanded scheme, graduates in arts, science, and commerce streams are now eligible for the benefit. The Chief Minister emphasised that this initiative is part of the state government’s broader seven resolves programme aimed at youth empowerment.

“Graduate-passed youth in the 20-25 age group who are striving for employment and do not have any government, private, or non-government job will now receive Rs 1,000 per month under the Chief Minister’s Resolves Self-Help Allowance for a maximum of two years,” Nitish Kumar wrote on X.

Objective and benefits

The objective of this initiative is to provide unemployed youth with financial support to prepare for competitive examinations, skill development, and self-employment opportunities. By offering monetary assistance, the government aims to ensure that young graduates can focus on training and upskilling themselves without financial pressure.

The Chief Minister highlighted that providing employment and empowering youth has been a priority since the formation of the new government in November 2025. He added that a target has been set to provide government jobs and employment to one crore youth over the next five years. To achieve this, the state is also providing skill development training to enhance employability.

Encouraging self-reliance

Nitish Kumar expressed hope that the allowance will help youth become self-reliant and contribute meaningfully to the development of the state and the country. “You are aware that a target has been set to provide government jobs and employment to one crore youth in the next five years. In the coming days, a large number of new jobs and employment opportunities will be created in the government and private sectors,” he said.

The scheme is expected to provide much-needed financial relief to graduate youths facing unemployment, especially in the run-up to Bihar’s upcoming assembly elections later this year. By empowering educated youth, the state government aims to build a skilled and job-ready workforce capable of contributing to the socio-economic growth of Bihar.
