The Rajasthan Assembly is set to introduce two key bills on Wednesday, each addressing pressing concerns—student welfare in coaching centres and sustainable groundwater use.

Deputy Chief Minister and Higher Education Minister Premchand Bairwa will present the Rajasthan Coaching Centre (Control and Regulation) Bill, 2025. The bill’s primary goal is to regulate coaching centres to curb student suicides. Mandatory registration will apply to all centres with 50+ students. A new regulatory body—the Rajasthan Coaching Institute Control and Regulation Authority—chaired by the Higher Education Secretary, will oversee compliance.

To further safeguard students, the bill proposes a state-wide helpline and counselling portal. Coaching centres must offer a stress-free environment, avoid arbitrary fees, and refund fees to students who discontinue. Non-compliance could attract severe penalties, including fines, loss of recognition, or property seizure under the Land Revenue Act.

This legislation follows a Rajasthan High Court directive urging strong steps after a spate of student suicides. The bill was approved by the state cabinet on March 8 as a student welfare initiative.

The second significant legislation, the Rajasthan Groundwater Management Authority Bill, focuses on sustainable groundwater regulation. Commercial and industrial users will pay extraction fees, while agricultural use remains exempt. Extraction from dark zones—over-exploited regions—will be prohibited. Violations may lead to six months imprisonment and ₹1 lakh fines.

A regulatory authority comprising a chairman, members, and two MLAs will monitor extraction, regulate tubewells, and set non-agricultural tariffs.
