The Taliban government has nominated Dr. Ikramuddin Kamil, a PhD graduate in international law from New Delhi’s South Asia University, as the acting consul at the Afghan consulate in Mumbai. Awaiting formal approval, Kamil’s role would signify the first official Taliban diplomatic presence in India since its takeover in August 2021. Kamil, who studied in India for seven years on a Ministry of External Affairs scholarship, is seen as a strategic choice to leverage his Indian ties. Sher Mohammad Abbas Stanikzai, Taliban’s deputy foreign minister and also an Indian alumnus, shared the news on social media.
Kamil has begun assisting Afghan nationals in Mumbai, though without formal recognition, highlighting the demand for Afghan representation in India. His proposed appointment follows an Indian delegation’s visit to Kabul to explore humanitarian aid and strategic connectivity via Chabahar Port. While India maintains a cautious stance toward Taliban relations, Kamil’s nomination suggests possible subtle shifts in engagement.
