Bengaluru: The Karnataka government has announced plans to introduce a comprehensive footpath policy for Bengaluru aimed at reclaiming pedestrian spaces and curbing illegal flex banners across the city.

Chief Minister D.K. Shivakumar said the proposed policy will address long-standing issues such as footpath encroachments, unauthorised vending and illegal parking, while imposing hefty penalties on those erecting unauthorised flex banners.

New policy to make footpaths pedestrian-friendly

Speaking about the initiative, Shivakumar said the government has invested significantly in constructing footpaths, but many have become inaccessible due to vehicles being parked on them and businesses operating illegally.

He said the government intends to identify designated spaces for street vendors so that footpaths remain clear and safe for pedestrians. The proposed policy aims to strike a balance between supporting livelihoods and ensuring public convenience.

Illegal flex banners to attract hefty penalties

The Chief Minister also announced strict action against the widespread use of illegal flex banners, which have become a common sight during birthdays, religious events and political celebrations.

Under the proposed rules, individuals responsible for putting up unauthorised flex banners could face fines ranging from ₹50,000 to ₹1 lakh for each banner.

Shivakumar acknowledged that members of all political parties, including his own, have been responsible for the practice. He said only advertisements displayed through authorised government-approved systems would be permitted, while banners erected elsewhere would attract penalties.

Focus on cleaner and safer public spaces

The proposed measures form part of the Karnataka government’s broader efforts to modernise Bengaluru’s civic infrastructure and improve urban governance.

Authorities plan to strengthen oversight of street vending, ensure better maintenance of pedestrian infrastructure and reduce visual pollution caused by illegal advertisements. The government is expected to formalise the proposals through a new policy framework in the coming weeks.
