Bengaluru has once again emerged as India’s most women-friendly city, according to the Avtar Top Cities for Women in India (TCWI) 2025 report, reinforcing its reputation as a leading hub for safety, careers, and inclusive growth.
The city secured the top position with a City Inclusion Score (CIS) of 53.2, reflecting a strong balance between workplace opportunities and social inclusivity.
Strong career ecosystem and safety boost Bengaluru
Bengaluru’s consistent ranking is attributed to its thriving industries, diverse job opportunities, and supportive work environments. Improved policing, better infrastructure, and access to public services have further enhanced everyday safety and convenience for women.
Chennai and other metros follow closely
Chennai secured the second spot with a score of 49.8, performing well in safety, healthcare, education, and public transport.
Other major cities in the top five include Pune, Hyderabad, and Mumbai, all of which demonstrate a balance between employment opportunities and supportive urban environments.
NCR cities improve but face challenges
Cities such as Gurgaon, Delhi, and Noida show strong job markets but still lag in areas like safety, affordability, and ease of commuting.
Gurgaon, however, recorded a notable jump from ninth to sixth position, largely due to improved workplace inclusion and corporate support for women.
How rankings are calculated
The report evaluates cities using the City Inclusion Score, which combines:
- Social Inclusion Score (SIS): Safety, liveability, and representation
- Industrial Inclusion Score (IIS): Job opportunities, workplace diversity, and support systems
Cities that perform well in both areas offer better long-term career sustainability for women.
Regional trends show South India leading
South India has emerged as the most inclusive region, recording the highest averages across all indices. The findings highlight a broader focus on women’s safety, healthcare, education, and quality of life alongside economic growth.
Tier-2 cities gaining ground
An emerging trend is the rise of Tier-2 cities in the rankings, indicating that opportunities and supportive environments for women are expanding beyond major metropolitan centres.
A positive shift, but more work needed
While the report reflects encouraging progress, it also underscores the need for continued efforts in improving safety, affordability, and infrastructure across cities.
