Bengaluru: The State High Court has here ruled that only an aggrieved person can file an appeal before the assistant commissioner with regard to matters of issuance of caste and income certificates.

The division bench was headed by Justice B. V. Nagarathna. The order was passed overlooking a case of a Kannada teacher whose caste certificate was cancelled on a complaint filed by a person not aggrieved by the issuance of the certificate.

The complaint had led to cancellation of caste certificate of B R Gopamma, a few years prior to her superannuation. The proceedings on case began 2011.
