Bengaluru: In a significant relief to property owners and real estate developers, the Greater Bengaluru Authority (GBA) has begun accepting applications for change of land use (CLU) and development plans (DPs), marking a key step in the transition of planning powers from the Bangalore Development Authority (BDA) to the newly empowered body.
Officials confirmed that the GBA has started receiving and processing applications related to land use conversion and development approvals, both of which are critical for residential, commercial and industrial projects across the city. The move is expected to restart several pending proposals that were held up during the administrative transition.
The development comes months after the State government vested the GBA with urban planning powers that were earlier exercised by the BDA as part of broader governance reforms for the Bengaluru metropolitan region.
Planning powers shift from BDA to GBA
The Greater Bengaluru Authority was recently given statutory authority over planning and development functions, including scrutiny of land use change proposals and approval of development plans tied to building permissions.
Change of land use approvals determine how a particular parcel of land can be legally developed — whether for residential layouts, commercial complexes, industrial units or mixed-use projects. Development plans, on the other hand, are directly linked to building sketch approvals and detailed project layouts.
With these powers now transferred, applicants must route their requests through the GBA instead of the BDA.
Town planning officials said the authority has begun preliminary scrutiny of submissions even as internal systems are being stabilised.
Applications being accepted offline for now
According to GBA town planning department officials, applications for CLU and development plans are currently being accepted in manual (offline) mode at the authority’s headquarters.
“We are currently accepting applications manually at the Greater Bengaluru Authority headquarters. The process of developing a software application is underway,” an official said.
The authority is working on a dedicated digital platform to handle submissions, tracking and approvals in the future, but until it is ready, all filings will continue through physical documentation.
Officials said applicants are being guided at the front desk regarding formats, required drawings, supporting records and departmental routing.
Committee yet to be formed for final approvals
While the GBA has started receiving and processing applications, a formal approval committee required to clear CLU and DP requests is yet to be constituted.
Sources indicated that proposals received now will undergo preliminary technical scrutiny and documentation checks, and will be placed before the committee once it is formed.
This interim arrangement is intended to prevent backlog and ensure that files are ready for decision once the approval mechanism is formally notified.
Urban development officials said instructions regarding the composition and functioning of the approval panel are expected shortly.
Builders report initial confusion during transition
Developers and consultants familiar with the earlier BDA process said there is some confusion on procedural aspects due to the shift in authority.
“The applications were previously handled entirely by the BDA. Now applicants are adjusting to the new system under GBA. There are initial hiccups,” a builder said.
He noted that since the process remains offline for now, the documentation flow is broadly similar to the earlier system, though submission counters and internal routing have changed.
“The entire process is offline, which is similar to how it worked at the Bangalore Development Authority. It may take two or three review meetings for everyone involved to fully streamline the process,” he added.
Urban Development Department retains final oversight
Despite the change in the receiving and processing authority, officials clarified that the Urban Development Department (UDD) continues to play a key role in the approval chain.
“Only the front-end desk and processing channel have changed. Ultimately, all applications go to the Urban Development Department for final consideration,” a developer familiar with the system said.
This means that while GBA will handle intake, scrutiny and technical evaluation, higher-level approvals and policy compliance checks will still be anchored at the state department level.
Boost expected for pending projects
Real estate stakeholders said the restart of CLU and DP acceptance is likely to benefit multiple stalled and upcoming projects, particularly those awaiting land use conversion before seeking building plan sanctions or financial closure.
Planning experts noted that clarity in approval channels is essential for orderly urban growth, infrastructure alignment and zoning compliance in a rapidly expanding city like Bengaluru.
