Haveri City’s Water Crisis: Government’s Promises Despite Heavy Investments

Despite receiving ten extensions and Rs 30 crore spent from the Rs 33 crore project budget, the Karnataka Urban Infrastructure Development and Finance Corporation (KUIDFC) and its contractors have failed to provide Haveri city with 24X7 water supply. While the city has sufficient water sources, poor planning, inefficient management, and outdated distribution systems have led to persistent water shortages. The problem continues to affect residents, even during the rainy season, with minimal progress despite a substantial government expenditure.

The water crisis had a severe impact on residents during the previous summer, with the situation remaining dire. In 2014, Haryana-based SPML Company was awarded the contract for the project, with work beginning in 2017. However, despite 13 extensions until April 30, 2023, the company has yet to complete the project and is now seeking legal relief to avoid financial penalties. As of now, the company has only laid 195 km of a 206 km pipeline and connected 13,385 homes instead of the target of 16,385.

The district minister, Shivanand Patil, had demanded a detailed report within 15 days, but five months later, no action has been taken due to officer transfers and political focus on elections. Local activist Abdul Hubballi criticized the ongoing neglect of Haveri’s basic needs, urging the district minister to take decisive action to resolve the water supply issue.
