The Kittur Development Authority, established in 2011-12 to foster the growth and promotion of sites belonging to Kittur State, is currently facing significant challenges due to inadequate funding and the absence of a dedicated commissioner. Over the last 13 years, the authority has received a total grant of ₹31.75 crore, but funding has sharply declined, with only ₹5 crore allocated for the 2023-24 financial year.

Critics of the government’s approach allege that it follows an “Ibbage policy,” where resources and attention are diverted to other authorities, leaving the Kittur Development Authority underfunded and unsupported. Key demands, including the creation of a comprehensive master plan to guide development, remain unaddressed, further complicating the authority’s efforts.

Despite the current difficulties, the government has announced a grant of ₹40 crore for the 2024-25 fiscal year. Commissioner Prabhavathi Fakkirapura has expressed optimism that these funds will be released soon, providing a glimmer of hope for the authority’s future initiatives. However, without a separate commissioner solely focused on Kittur’s development, the effectiveness of these funds may be limited.

The authority oversees 30 historic sites, including Kittur Fort, Rani Channamma’s mausoleum, and Kakati Fort, and aims to enhance tourism, organise cultural events, and facilitate conferences and seminars. These objectives are crucial for preserving Karnataka’s rich cultural heritage, yet the lack of resources severely hampers progress.

One of the primary challenges faced by the Kittur Development Authority is the dual responsibilities carried by the current commissioner, which can overwhelm the individual and detract from effective management. Local advocates, including Madiwala Rajayogindra Swamiji of Kittur Sansthan Kalmath, have called for a substantial grant of ₹500 crore to adequately address the funding shortages and support the authority’s objectives.

Moreover, community members are urging the government to appoint a separate commissioner dedicated solely to the Kittur Development Authority. This move could potentially streamline operations, allowing for more focused attention on the authority’s responsibilities and ensuring the preservation of the region’s cultural heritage.

The struggles of the Kittur Development Authority highlight a pressing need for increased governmental support and resources to safeguard Karnataka’s rich cultural legacy. As the authority grapples with insufficient funding and operational challenges, the future of Kittur’s historic sites and cultural initiatives hangs in the balance.
