Udupi: Deputy Commissioner of Udupi Swaroopa T K on Sunday issued a clarification regarding her participation in the Paryaya Utsava of the Sri Krishna Math, stating that her presence at various events connected with the grand religious ceremony was strictly in her official and administrative capacity. The clarification was released following discussions and queries raised after visuals circulated on social media showing her flagging off the Paryaya procession.
In a statement addressed to the public, the Deputy Commissioner said that her role during the Paryaya celebrations was in accordance with her responsibilities as the district’s chief administrator and as the administrator of the Udupi City Municipality.
Clarification on Pura Pravesha inauguration
The Deputy Commissioner stated that at around 3 am on the day of the Paryaya Utsava, she had formally inaugurated the Pura Pravesha ceremony of the Swamiji. She explained that this was done in her official capacity and as part of the administrative protocol associated with large-scale religious and public events in the city.
She noted that the Paryaya Utsava is a significant event that draws thousands of devotees, dignitaries and tourists, requiring coordinated efforts by various departments to ensure law and order, traffic regulation, sanitation, health services and overall civic management. As the head of the district administration, her presence during key ceremonial moments was part of ensuring smooth conduct of the event.
Participation in civic felicitation and Darbar
The Deputy Commissioner further clarified that she was present during the civic felicitation organised for the newly appointed pontiffs as part of the Paryaya celebrations. She also attended the Darbar programme held after the Swamiji ascended the Sarvajna Peetha.
According to her statement, both events involved official interactions between the district administration and the Paryaya Peetha, and her attendance was required as part of established administrative practice. She emphasised that such participation should not be misconstrued as personal or political endorsement of any religious activity.
Response to social media visuals
The clarification came in the wake of visuals circulated on social media platforms that showed the Deputy Commissioner flagging off the Paryaya procession. In the visuals, the flag used for the ceremonial flag-off reportedly bore religious symbols, which led to questions and discussions regarding the nature of her participation.
Addressing this issue, Swaroopa T K categorically stated that the act of flagging off the procession was carried out as part of her official duty to formally commence a major public procession that required administrative oversight. She reiterated that the symbolism associated with the flag was part of the traditional Paryaya procession and not reflective of any personal belief or political stance.
Emphasis on administrative neutrality
In her statement, the Deputy Commissioner underlined the importance of maintaining administrative neutrality while discharging official duties, especially during large religious and cultural events. She asserted that district officials are often required to be present at such functions to coordinate logistics, ensure public safety and uphold civic responsibilities.
“My presence at these events was purely administrative and official. It was not influenced by, nor should it be associated with, any political or non-official considerations,” she said, adding that the clarification was being issued to prevent misunderstandings among the public.
Role of administration during Paryaya Utsava
The Paryaya Utsava is one of the largest and most significant religious events in coastal Karnataka, held once every two years at the Sri Krishna Math. The festival involves massive processions, rituals, cultural programmes and large-scale distribution of anna prasada, often attended by lakhs of devotees over several days.
Given the scale of the event, the district administration plays a crucial role in planning and execution. Officials from the police, health, transport, municipal and revenue departments work in coordination to ensure smooth conduct of the festivities. The Deputy Commissioner, as the overall coordinator of district administration, traditionally participates in key moments linked to civic protocol.
Preventing misinterpretation
The Deputy Commissioner said that her statement was issued proactively to ensure that no incorrect assumptions are drawn regarding the role of civil servants in religious events of public significance. She emphasised that adherence to constitutional values and administrative norms remains paramount while carrying out official responsibilities.
Observers noted that such clarifications reflect the sensitivity involved when senior officials participate in events that have religious significance, even when such participation is mandated by protocol and public administration requirements.
Conclusion
The clarification by Deputy Commissioner Swaroopa T K seeks to draw a clear distinction between official administrative participation and personal or political involvement in religious events. As the Paryaya Utsava continues to remain a major spiritual and cultural landmark, the statement underscores the role of the district administration in facilitating large public gatherings while maintaining neutrality and transparency in official conduct.
