Udupi: Until the construction work at the Parashurama Theme Park in Bailoor is fully completed and formally handed over, the responsibility for its maintenance and security rests entirely with the implementing agency, the Udupi Nirmithi Kendra, Deputy Commissioner Swaroopa TK has said. Stressing the need for strict supervision, the DC directed the agency to ensure cleanliness, protect valuable assets and prevent any unauthorised access to the project site.
The directions were issued following concerns over the upkeep and security of the partially completed theme park, which houses valuable electronic equipment, construction materials and other assets. The district administration has made it clear that any lapse during this interim period will be viewed seriously.
Cleanliness and security top priority
Deputy Commissioner Swaroopa TK said that until the project is fully completed and officially handed over, the Nirmithi Kendra must manage the theme park without giving scope for any issues. She directed that immediate cleanliness drives must be taken up in and around the Parashurama Theme Park to prevent deterioration of the premises.
Emphasising security, the DC instructed officials to install CCTV cameras at strategic locations across the park. In addition, security guards must be deployed round the clock to monitor the premises and safeguard materials and equipment.
She made it clear that unrestricted access to the site would not be tolerated. Entry into the theme park must be strictly regulated, and only authorised personnel connected with the project should be allowed inside the premises.
Strict action against unauthorised entry
The DC warned that any unauthorised entry into the theme park must be dealt with firmly. In such cases, an FIR must be registered or appropriate action initiated under the Bharatiya Nagarik Suraksha Sanhita (BNSS) Act, 2023.
Officials were told that these measures are essential to prevent theft, vandalism or damage to assets, especially as the park contains costly electronic installations and specialised construction components.
“All valuable items and construction materials present in the park must be kept in good condition,” the DC said, adding that negligence at this stage could lead to financial loss and further delay in project completion.
Regular inspections made mandatory
To ensure compliance, the DC directed officials of the Udupi Nirmithi Kendra to personally visit the site every week. During these visits, officials must supervise cleanliness, review security arrangements and assess the overall condition of the park.
They have been instructed to submit a detailed report to the DC’s office after each visit. The report must be supported with GPS-enabled photographs as proof of inspection and compliance with the directives issued.
The DC also asked the agency to submit a comprehensive compliance report outlining the actions taken with regard to cleanliness drives, security deployment, CCTV installation and asset protection.
Accountability until handover
Officials said the instructions underline the district administration’s intent to fix clear accountability during the construction phase. Until the project is fully completed and formally handed over to the concerned department or authority, the implementing agency will remain responsible for all aspects of maintenance and security.
Sources in the administration pointed out that large public projects often face issues such as theft of materials, damage to installations and lack of upkeep during the interim phase. The present directions are aimed at avoiding such problems and ensuring that the theme park is handed over in good condition.
