Udupi: In a significant step toward strengthening social security for rural administrative workers, Udupi district has fully implemented Employees’ Provident Fund (EPF) and Employees’ State Insurance (ESI) benefits for gram panchayat (GP) staff. The move fulfils a long-pending demand of employees and positions Udupi as a model district in Karnataka for comprehensive welfare coverage in the rural governance sector.
Landmark implementation after rule amendment
The initiative gained momentum after the state government amended the Karnataka Grama Swaraj and Panchayat Raj Rules, 2022, enabling taluk panchayat jurisdictions to act as implementation units for extending EPF and ESI benefits to approved GP employees. While partial implementation had begun in districts such as Dharwad, Bengaluru Rural, and Dakshina Kannada, Udupi emerged as the first to complete the rollout systematically and transparently.
According to officials, the implementation covers all eligible staff across the district’s 155 gram panchayats, ensuring uniformity in enrolment and contribution procedures. The effort reflects coordinated action between the district administration, taluk panchayats, and gram panchayats.
Contribution structure and benefits
Under the EPF scheme, employees will contribute 12% of their basic pay and dearness allowance, while an equal contribution will be made by their respective gram panchayats. For ESI benefits, employees will contribute 0.7%, and gram panchayats will contribute 3.2%.
The benefits include financial security, retirement savings, pension, medical care, and cash assistance during emergencies. Officials noted that the implementation would significantly improve the welfare landscape for rural administrative workers who have long sought formal social security coverage.
Robust administrative system established
Zilla Panchayat CEO Prateek Bayal, who supervised the district-wide execution, said that dedicated bank accounts have been opened at all taluk panchayats in the names of executive officers and accounts officers. Supervisors have also been appointed to track contributions, ensure timely deposits, and resolve queries raised by gram panchayats.
Additionally, district-level workshops were organised to brief GP staff and library supervisors on the procedures, benefits, and responsibilities associated with EPF and ESI. These sessions aimed to ensure uniform awareness and streamline the transition from non-covered employment to full social security compliance.
Coverage across the district
Out of the 155 gram panchayats in Udupi district, 654 staff members and 149 library supervisors stand to benefit directly from the scheme. Many among them have been demanding EPF and ESI since 2008, making this rollout a milestone achievement.
Employees’ associations said that the move marks a substantial improvement in job security, especially for workers who had previously been deprived of pension and medical insurance, despite serving in the rural administration for years.

Padmanabha R. Kulal Mudradi, state general secretary of the Karnataka Rajya Grama Panchayat Employees’ Welfare Association (RDPR), described the implementation as a historic step in the direction of employee welfare. He lauded Udupi district administration for setting a benchmark for the rest of Karnataka and urged other districts to adopt similar implementation models.
