Udupi: Udupi district is on the verge of being officially declared a “fully literate” district, marking a significant achievement in its adult education initiative launched last year.

According to officials from the Adult Education Office, most taluks in the district have already submitted declarations confirming near-total literacy. These include Kapu, Karkala, Hebri, Brahmavara, and Byndoor. Declarations from Udupi and Kundapur taluks are expected shortly, after which the Zilla Panchayat (ZP) will formally announce the district as fully literate.

Criteria for full literacy status

As per guidelines set by the Government of India, a region is considered fully literate when it achieves a literacy rate of 95 per cent or above, which is treated as equivalent to 100 per cent literacy.

Udupi district comprises 158 gram panchayats, all of which have submitted reports indicating that they have reached near-total literacy levels. The final process involves consolidation of these reports by taluk panchayat executive officers and submission to the ZP Chief Executive Officer for official approval.

Focused drive to eliminate illiteracy

The milestone follows a targeted literacy campaign that identified 1,246 illiterate adults across the district. These individuals were enrolled in specially designed four-month courses aimed at imparting basic reading, writing, and arithmetic skills.

The programme, conducted by the Adult Education Office, used customised teaching methods and materials suited for adult learners. Participants were assessed at the end of the course to ensure effective learning outcomes.

Officials noted that the initiative has significantly helped bridge literacy gaps, especially among adults and elderly individuals who had missed out on formal education opportunities earlier in life.

Special learning materials and approach

District Adult Education Officer Yoganarasimha Swamy K M stated that specially designed textbooks such as ‘Balige Belaku’ and ‘Savi Baraha’ played a key role in achieving this milestone.

These materials were tailored to simplify learning for adults, making it easier for them to grasp essential literacy skills within a short period.

Remarkable progress in recent months

Officials highlighted that the district’s progress has been particularly notable over the past eight months. Earlier, around 45 out of the 158 gram panchayats had not yet achieved full literacy status.

The rapid improvement since then reflects the effectiveness of coordinated efforts by local bodies, educators, and volunteers working at the grassroots level.
