Mangaluru– Alarming revelations have surfaced from the beggars’ shelter home at Pacchanady, where over 100 inmates have alleged years of physical and mental abuse under former superintendent Ashok Shetty, who retired in May 2025.
Yadav Shetty of Kavoor, one of the inmates, reported being unlawfully detained and placed in the shelter. His claims were supported by testimonies collected during a recent visit by a human rights team, accompanied by Daijiworld.
Inmates recounted horrific treatment—forced group baths with limited water, brushing with charcoal despite available toothpaste, and severe punishments for minor complaints. “If we asked for more salt, they dumped it on our plates and made us eat it,” said one inmate. Several bore bruises from beatings, and many claimed they were picked up arbitrarily from public places.
Some skilled individuals, including drivers and masons, alleged they were exploited for unpaid labor at the homes of officials, including former superintendent Shetty and even a local corporator. Others said they were subjected to harassment by inmates appointed as guards.
Despite having a functional kitchen, meals were reportedly outsourced until recently. The facility’s poor conditions prompted widespread distress among residents.
However, the scenario is beginning to change. Laxman, who assumed charge on July 3, has been lauded by inmates for introducing humane practices and restoring dignity. He emphasized efforts to trace families of long-term residents, many of whom have been left without support.
