Mangaluru: Mangaluru Smart City Limited (MSCL) has once again invited expressions of interest for the development of an integrated bus terminal at Pumpwell Junction, a project long delayed due to financial and structural hurdles. The terminal, planned on 7.23 acres of land owned by the Mangaluru City Corporation (MCC), aims to cater to inter-city, intra-city, and intra-state bus services, along with providing passenger amenities and commercial facilities.

The proposed terminal is expected to feature ample parking, food and beverage outlets, multi-level car parking (MLCP), commercial spaces, and other passenger-friendly facilities, making it a modern transport hub for the city.

Previous hurdles and project delays

Earlier calls for bids failed to attract developers, largely due to the requirement of constructing an underpass connecting NH-66 to the terminal. The underpass was estimated to cost around INR 60 crore. Since it does not directly generate revenue, developers found the project less appealing under the Design, Build, Finance, Operate and Transfer (DBFOT) model.

MSCL Technical General Manager Arun Prabha KS explained that while the project had reached the offer stage earlier, it did not progress due to financial constraints associated with the underpass.

To address these challenges, MSCL is revising the project concept and cost estimates. The initial estimate of INR 495 crore is being reconsidered, with a revised estimate of around INR 200 crore under preparation. The focus of the revised plan is on essential facilities that can generate revenue, such as parking, commercial spaces, and user services, while exploring alternative solutions for the expensive underpass.

Officials believe that the modifications will enhance the project’s viability for potential bidders, making it more attractive and financially feasible. The city administration is hopeful that the revised project can attract developers who can deliver a modern, efficient, and revenue-generating bus terminal for Mangaluru residents and visitors.

The Pumpwell Junction terminal is a critical infrastructure project for Mangaluru, intended to streamline transport operations, reduce congestion, and provide a modern travel experience. Once completed, the terminal will serve as a key transit hub, connecting various parts of the city and the region while offering commercial and passenger amenities to improve the overall urban experience.

By revising the project scope and cost, MSCL aims to ensure that the terminal not only meets the city’s transportation needs but also remains attractive for private investment, balancing public utility with financial sustainability.
