Mangaluru: The Unique Identification Authority of India (UIDAI) has initiated a high-level investigation after several Aadhaar cards were discovered abandoned along the banks of the Netravati river near Farangipete in Dakshina Kannada district.
The incident, which reportedly occurred on March 3 within the Mangaluru assembly constituency, came to light after residents noticed a number of Aadhaar letters scattered across the riverbank. The documents, which are meant to be securely delivered to residents, raised serious concerns regarding the handling of sensitive identification materials.
Karnataka Legislative Assembly Speaker and local MLA U T Khader confirmed that the matter had been formally brought to the attention of the UIDAI. Speaking to reporters on Saturday, Khader said the authority had taken the issue seriously and assured that a thorough investigation would be carried out.
The Aadhaar card, issued by the UIDAI, is one of India’s most important identification documents. It contains sensitive personal information and is widely used for identity verification, government welfare schemes, financial services and various official procedures across the country. The discovery of these cards abandoned in a public location has therefore triggered concerns about negligence and potential risks to personal data security.
UIDAI begins investigation into possible postal lapse
Following Khader’s communication, the regional office of the UIDAI in Bengaluru responded promptly and initiated action. According to the authority, the matter has been referred to the Department of Posts, which is responsible for delivering Aadhaar letters to residents.
In an official communication, the UIDAI regional director stated that the postal department had been asked to conduct a detailed investigation to determine how the Aadhaar letters ended up along the riverbank.
“The Department of Posts has been requested to carry out a comprehensive inquiry to ascertain how these cards reached the riverbank and to identify the officials responsible for this gross negligence,” the letter stated.
The authority also clarified that the Aadhaar letters discovered at the site would be retrieved through the postal department as per standard procedures. Once collected, they will be examined as part of the investigation to determine whether there was a lapse in the delivery process or mishandling during transit.
Officials believe the inquiry will focus on identifying the exact point in the delivery chain where the lapse occurred. Authorities will examine whether the documents were mistakenly discarded, lost during transport, or deliberately abandoned by individuals responsible for delivering them.
Steps taken to ensure residents receive their Aadhaar cards
While the investigation is underway, the UIDAI has assured that affected residents will not face any inconvenience. The authority has committed to reprinting all the undelivered Aadhaar letters and dispatching them again through the prescribed postal delivery mechanism.
According to officials, once the reprinted Aadhaar letters are prepared, they will be sent to the intended recipients following the standard delivery protocol. This move is aimed at ensuring that residents who were supposed to receive the documents are not disadvantaged due to the lapse.
Speaker U T Khader emphasised that the matter involves sensitive personal information and therefore requires strict accountability. He said appropriate action would be taken against those found responsible after the investigation is completed.
He also noted that Aadhaar documents must be handled with the highest level of care because they contain critical identity information used by citizens to access multiple public and private services.
Concerns over handling of sensitive documents
The incident has sparked broader concerns among residents about the handling and delivery of important government documents. Aadhaar letters contain personal data including the holder’s name, address and unique identification number, making their secure delivery crucial.
Experts point out that while digital versions of Aadhaar are available through official portals, the physical Aadhaar letter remains an important document for many residents, particularly in rural areas. Mishandling such documents can therefore create inconvenience and erode public confidence in the delivery system.
Authorities stressed that UIDAI has strict protocols in place to protect citizen data and ensure safe distribution of Aadhaar letters. The current investigation aims to determine whether those procedures were violated.
