The state legislature’s Joint Review Committee has put forth a major proposal to restructure Bengaluru’s administration. Led by Congress MLA Rizwan Arshad, the committee presented its recommendations in the Assembly on Wednesday, advocating for the division of Bruhat Bengaluru Mahanagara Palike (BBMP) into a maximum of seven independent corporations.

To ensure seamless governance, the committee recommended establishing a Greater Bengaluru Authority under the leadership of the chief minister. This body would oversee and synchronize development projects across the city, enhancing efficiency and accountability.

Among other key proposals, the committee suggested extending the tenure of the mayor and deputy mayor to 30 months for sustained leadership. It also emphasized presenting the bill in both legislative houses for approval.

Highlighting Bengaluru’s explosive growth, Rizwan pointed out that the city’s population has nearly doubled from 75 lakh in 2008 to 1.4 crore in 2025, with vehicular numbers hitting one crore. The committee cited lack of coordination among civic bodies like BBMP, BWSSB, and BMRCL as a major governance challenge.

To improve administration, it suggested equal distribution of wards among the new corporations (capped at 100 wards each) and empowering ward committees to strengthen grassroots participation. Furthermore, it proposed that all new corporations retain “Bengaluru” in their names and that state funds be directly allocated by the Greater Bengaluru Authority for major infrastructure projects.
