Bengaluru: The Congress-led Karnataka government’s ‘Bhoo Guarantee’ scheme, aimed at helping B khata property holders convert their properties to A khata in the five city corporations under the Greater Bengaluru Authority (GBA), has received a limited response.
Of the 8,49,975 B khata properties identified in Bengaluru, only 47,088 applications had been received for conversion as of August 14, accounting for 5.54% of the total.
Only 24,965 applications approved
According to the available figures, just 24,965 applications had been approved under the scheme.
The government has generated Rs 311.77 crore in revenue through the conversion process, significantly below the potential Rs 10,000 crore estimated by civic experts.
The scheme offered property owners a major concession in the conversion fee, reducing it from 5% to 2% of the guidance value.
Last-minute applications increase numbers
The scheme officially closed on Sunday, with no announcement of an extension.
GBA sources said applications increased sharply towards the deadline, taking the overall number to around 75,000. Even this figure would represent only about 8.82% of the identified B khata properties.
The limited response comes despite the government’s efforts to make the conversion process more attractive through the reduced fee.
Scheme renamed Bhoo Guarantee
The initiative had initially been announced in 2025 but received a limited response.
The GBA subsequently rebranded the initiative as ‘Bhoo Guarantee’ in May, hoping to encourage more B khata property owners to apply and generate thousands of crores in revenue.
However, the response has remained well below expectations, leaving the government with significantly fewer conversions and revenue than originally projected.
