Bengaluru: The Karnataka government has announced a major relief measure for nearly 7 lakh B-khata property owners in Bengaluru by introducing a One-Time Settlement (OTS) scheme that allows them to convert their properties into A-khata by paying 2 per cent of the guidance value as penalty.

Deputy Chief Minister and Bengaluru Development Minister DK Shivakumar said the scheme will be implemented under the government’s Bhoo Guarantee initiative and will begin from May 16.

The state government has provided a 100-day window for eligible property owners to regularise their records and obtain A-khata status, which is expected to help thousands of residents gain access to loans, property transfers and legal documentation.

Relief for 7 lakh B-khata property owners

Addressing the media, DK Shivakumar said Bengaluru currently has nearly 23 lakh properties recorded across 7,000 manual registers, all of which have now been scanned and digitised under the Bhoo Guarantee programme.

According to the government, around 16 lakh property owners already possess proper documentation and have been paying taxes regularly for their sites and apartments.

However, approximately 7 lakh properties continue to remain under B-khata status, mainly in revenue pocket areas lacking complete legal documentation.

“To help this segment, the government has introduced the Bhoo Guarantee scheme. Property owners can pay 2 per cent penalty against the guidance value within these 100 days under the OTS scheme to convert their sites into A-khata properties,” Shivakumar said.

He added that obtaining A-khata status would enable owners to access bank loans, legally sell properties and complete official documentation without hurdles.

‘Nanna Khata Nanna Hakku’ campaign launched

The Deputy Chief Minister also announced the launch of the “Nanna Khata Nanna Hakku Campaign” across 52 locations in Bengaluru starting Saturday.

Under the campaign, citizens will receive on-the-spot assistance for e-Khata services and immediate grievance redressal related to property records.

Officials estimate that concerns of more than 5,000 property owners will be addressed every Saturday during the 100-day settlement period.

Once documentation is verified and approved, authorities will reportedly deliver updated property records directly to citizens’ homes under the “Nanna Khata Nanna Nakshe” initiative.

Digital property records under Bhoo Guarantee

DK Shivakumar described property ownership records as essential for financial security and protection of family assets.

“Through the Bhoo Guarantee scheme in Bengaluru, every real estate property owner will be provided secure, reliable and accessible digital property records from anywhere,” he said.

The government stated that citizens will now be able to access and download e-Khata documents online. Aadhaar-based self-mutation services after registration have also been introduced as part of the digitisation process.

Additionally, the platform integrates multiple civic services including property tax, BESCOM services, building plan approvals and sub-registrar office services.

Officials said the entire system has been developed using GIS-based survey mapping technology and complete digitisation of property records.

The government believes the digital framework will improve transparency, simplify verification processes and reduce the risk of property fraud.

Updates on BDA projects and green initiative

Speaking about Bengaluru Development Authority (BDA) projects, the Deputy Chief Minister announced that the government will soon begin distributing 18,000 sites to nearly 3,500 land losers connected to the Shivaram Karanth Layout project.

He also stated that around 80 per cent of land acquisition work for Phase 1 of the Bengaluru Business Corridor (BBC) project has already been completed.

In addition, the Karnataka government plans to undertake a large-scale tree plantation drive as part of Bengaluru’s green initiative and the 50th anniversary celebrations of the BDA.

On the occasion of Kempegowda Jayanti on June 27, the government aims to plant nearly 15 lakh saplings across Bengaluru in a single day.

The latest announcements are expected to provide major relief for lakhs of property owners while accelerating digitisation and infrastructure reforms in Bengaluru.
