Move could create earning opportunities for over 8 crore two-wheeler owners across India, says Minister Gadkari
Bengaluru: Roppen Transportation Services Private Limited (Rapido), India’s largest and most affordable one-stop mobility platform, today welcomed the statement by Hon’ble Union Minister for Road Transport and Highways, Shri Nitin Gadkari, urging state governments across the country to permit private two-wheeler owners to operate bike taxis. The Minister noted that such a move could enable over 8 crore people to earn through their two-wheelers, particularly in semi-urban and rural India.
Bike taxis have emerged as one of the most accessible and affordable modes of last-mile and point-to-point mobility in India, especially in congested urban centres and areas with limited public transport connectivity. Rapido, which pioneered the bike taxi category in the country, has consistently supported policy frameworks that enable safe, regulated and inclusive two-wheeler mobility services across states.
The Hon’ble Minister’s remarks build on the Motor Vehicle Aggregator Guidelines, 2025, notified by the Ministry of Road Transport and Highways, which provide for state governments to permit non-transport motorcycles to carry passengers through licensed aggregators. Rapido believes that consistent adoption of this framework across states can provide greater regulatory clarity for captains and commuters who rely on bike taxis for earning opportunities and daily mobility.
Speaking on the development, Manasvi Mann, General Counsel and Head of Corporate Affairs & Public Policy, Rapido, said, “Hon’ble Minister Gadkari’s call to states is a significant step forward for the bike taxi ecosystem. His reference to the potential opportunity for over 8 crore two-wheeler owners reinforces the important role bike taxis can play in creating flexible earning opportunities while making everyday mobility more affordable and accessible.
The Motor Vehicle Aggregator Guidelines, 2025 have created an enabling framework; consistent adoption across states can now provide the regulatory certainty needed to unlock the category’s potential at scale. Rapido remains committed to working closely with state governments to support a safe, compliant and inclusive bike taxi ecosystem.”
Rapido remains committed to working with state transport departments to support the safe, well-regulated and inclusive rollout of bike taxi services nationwide, in line with the government’s vision of technology-led, accessible urban and rural mobility.
