Chittaguppa: A dispute over the release of ₹24 lakh escalated into a heated argument at Belakera Gram Panchayat in Bidar, leading to police intervention on Wednesday.

Conflict Over Fund Release

The confrontation arose when Manik Hipparagi, a senior Panchayat member and former president, demanded the disbursal of ₹24 lakh for works allegedly undertaken during his tenure. However, Bhagyajyoti, the in-charge Development Officer (PDO), refused to release the funds, citing the absence of proper documentation.

“The PDO has colluded with certain individuals to withhold the funds. I demand an investigation into all works carried out under her tenure,” Manik Hipparagi stated, warning of a protest if higher authorities failed to act within two days.

Bhagyajyoti countered his claims, insisting on accountability. “I have repeatedly asked Manik to submit the required bills and receipts, but he has failed to do so. How can funds be released without proper documentation?” she told News Karnataka.

Allegations of Misconduct

In addition to the financial dispute, Bhagyajyoti accused Manik Hipparagi of using objectionable language during the meeting, particularly towards women members. “He used inappropriate words against me in the Panchayat office and continued using offensive language outside, despite the presence of women members,” she alleged.

Manik, on the other hand, felt insulted by the police intervention. “Calling the police to a Panchayat meeting is an insult to me and the institution,” he remarked.

Authorities and Public Response

Lakshmi Biradar, Taluk Panchayat Executive Officer, acknowledged the situation but stated, “I do not have complete details of the incident. I will gather information from the Development Officer and take necessary action.”

Local leaders and residents have expressed their discontent, as such incidents are rare in the Chittaguppa Taluk. They have urged senior officials to investigate the matter and take appropriate action against those responsible.
