With student suicides in Kota reaching alarming levels, the Rajasthan government has approved the Rajasthan Coaching Centers (Control and Regulation) Bill 2025 to strictly regulate coaching institutes statewide.

Government’s Action Plan

Chief Minister Bhajanlal Sharma chaired the cabinet meeting where the bill was greenlit. Deputy CM Premchand Bairwa and Minister Jogaram Patel confirmed its introduction in the upcoming Assembly session.

The decision follows seven student suicides in Kota this year and a 50% drop in new admissions—raising concerns over the extreme pressure faced by students. The bill aims to ensure mental well-being and eliminate exploitative practices in coaching centres.

Key Provisions

🔹 Mandatory registration for all coaching institutes
🔹 Strict fee regulations to prevent arbitrary charges
🔹 Focus on mental health through stress-free learning policies
🔹 Fee refunds for students who quit mid-course

Heavy Penalties for Violations

🔸 ₹2 lakh fine for first-time offenses
🔸 ₹5 lakh fine for repeat violations
🔸 Third-time violators face cancellation of registration
🔸 Property confiscation under the Land Revenue Act for serious breaches

Monitoring & Support

A state-level regulatory authority led by the Higher Education Secretary will enforce the law, alongside district committees managed by District Magistrates. A 24/7 student helpline and an online portal will provide counseling and transparency.
