As Delhi gears up for the swearing-in of Chief Minister-designate Rekha Gupta, the city’s administrative framework is preparing to implement key healthcare reforms and expand central welfare schemes.

An exclusive document accessed by TNIE reveals that the Aam Aadmi Party’s Mohalla Clinics are set to be rebranded as Ayushman Arogya Mandirs. Additionally, the government is aiming to register one lakh beneficiaries under the Ayushman Bharat health insurance scheme, with approvals expected in the first cabinet meeting on Thursday.

Under this initiative, eligible households will gain annual health insurance coverage, while senior citizens above 70 years will be issued a Vay Vandana Card for additional medical benefits. Selection will be based on National Family Health Survey and 2011 Socio-Economic and Caste Census data. Authorities are also considering raising health insurance coverage from ₹5 lakh to ₹10 lakh for Delhi residents.

Expanding the role of Accredited Social Health Activist (ASHA) workers, the initiative will extend their services beyond slums and unauthorized colonies to gated communities and affluent areas. The government plans to increase the ASHA workforce with a proposal for central funding.

Under the PM-BHIM scheme, 1,139 Ayushman Arogya Mandirs will be developed, upgrading 553 existing Mohalla Clinics and establishing 413 new centres. Each district will have 11 model health centres, with dispensaries under both the Delhi government and MCD included in the program.

District officials have been directed to identify government buildings and land to fast-track implementation, with a 30-day deadline post-cabinet approval.
