Bihar Police on Friday arrested a man from Muzaffarpur for allegedly creating and circulating an Artificial Intelligence-generated fake video that mimicked the voices of the President of India and the Prime Minister, in a case authorities say posed a serious threat to public trust and social harmony.
The accused has been identified as Pramod Kumar Raj. According to police, he used AI tools to generate a fake but viral video imitating the voices of Droupadi Murmu and Narendra Modi, with the alleged intent to spread misinformation and undermine constitutional offices.
Cyber police seize device used for deepfake
The arrest was carried out by a special cyber team led by the Superintendent of Police (Cyber), Muzaffarpur, under the supervision of the Senior Superintendent of Police. Police also seized the mobile phone allegedly used to create and circulate the manipulated video.
“The mobile device is being examined for further digital evidence,” Muzaffarpur Police said in an official statement, adding that the investigation is ongoing.
Serious threat to democracy, say police
In its statement, the police warned that the misuse of AI-generated content could have wider implications. “The possibility of such fake digital content being created and circulated for anti-national purposes, spreading rumours and disrupting social harmony cannot be ruled out,” the statement said.
Officials stressed that the case was treated with urgency due to the involvement of high constitutional authorities and the potential impact on public order and democratic institutions.
Political links under scrutiny
Sources indicated that Pramod Kumar Raj had been associated with the social media cell of the Jan Suraaj Party, led by political strategist Prashant Kishor. He reportedly handled social media publicity for the party during the Bihar Assembly elections held last year.
Following the arrest, photographs of the accused posing with Prashant Kishor surfaced on social media. Police, however, said the investigation is focused on the digital offence and its intent, and not on political affiliations at this stage.
Probe continues into wider network
The cyber team arrested the accused based on technical and digital forensic evidence. Authorities are now analysing seized data to determine whether others were involved and if similar content was circulated earlier.
Police said further investigation is underway and additional legal action will follow based on findings.
The case has once again highlighted growing concerns over AI-driven deepfakes and the urgent need for digital awareness, regulation and swift enforcement to prevent misuse of emerging technologies.
