New Delhi: Ahead of Parliament’s Monsoon Session beginning July 20, the Bharatiya Janata Party (BJP) has stepped up its ‘Mission 360’ strategy as the Narendra Modi-led government prepares to revive the Constitution (131st Amendment) Bill, which seeks to implement women’s reservation while linking it to the delimitation of Lok Sabha constituencies.

The proposed constitutional amendment had failed to secure the required two-thirds majority during Parliament’s special session in April. The ruling National Democratic Alliance (NDA) is now intensifying efforts to gather broader support before reintroducing the Bill.

BJP launches outreach to secure support

According to political sources, the BJP believes the current political landscape is more favourable than it was a few months ago. The party has begun extensive outreach to regional parties while also holding internal strategy meetings ahead of the session.

An all-party meeting has been convened on July 19, where the government is expected to brief political parties on its legislative agenda and seek wider consensus on key Bills.

High-level strategy meetings held

The BJP leadership has held several high-level meetings over the past week, including one at Prime Minister Narendra Modi’s residence attended by Union Home Minister Amit Shah, BJP national president Nitin Nabin, and BJP national general secretary (organisation) B.L. Santhosh.

Apart from organisational matters, discussions reportedly focused on the government’s parliamentary strategy, legislative priorities and the Opposition’s likely approach during the Monsoon Session.

Why ‘Mission 360’ matters

With the Lok Sabha’s effective strength currently at 540 members, a constitutional amendment requires the support of at least 360 MPs.

According to political estimates, the NDA currently enjoys the backing of around 293 MPs. The BJP is hoping to bridge the gap by seeking issue-based support from regional parties and independent members.

Political sources suggest that support from parties such as the DMK, YSR Congress Party, and factions of the Shiv Sena could significantly improve the alliance’s numbers, though it is still estimated to be around six MPs short of the required majority.

Monsoon Session expected to be politically significant

The Monsoon Session is expected to witness intense debate over the proposed constitutional amendments, with the Opposition also holding consultations to formulate its strategy.

Prime Minister Modi is scheduled to address the NDA Parliamentary Party meeting on July 21, where the alliance is expected to finalise its approach for the session.
