During an interaction with editors from Press Trust of India at Tihar’s headquarters, Director General (Prisons) Sanjay Baniwal shared insights into the efforts aimed at rehabilitation and skill development for inmates.
Empowering Inmates through Skill Development
Under Mr. Baniwal’s leadership, Tihar has implemented skill development programs in collaboration with the Urban Development Ministry. Approximately 700 inmates have secured employment in the hotel industry, while 1,200 others are undergoing training for positions in hospitals. This initiative, launched in early 2023, aims to equip inmates with valuable skills for their reintegration into society.
Celebrating Inmate Success Stories
Mr. Baniwal expressed satisfaction in witnessing inmates successfully employed post-incarceration, highlighting the joy and sense of accomplishment reflected in their eyes upon receiving certificates and job offers. The emphasis on skilling and empowerment underscores Tihar’s commitment to fostering rehabilitation.
Addressing Challenges of Overcrowding
Tihar faces overcrowding issues, with 20,000 inmates against a sanctioned capacity of 10,000. Mr. Baniwal emphasized the need for alternative approaches to incarceration, suggesting a reevaluation of punitive measures for minor offenses to alleviate strain on resources.
Exploring Innovative Solutions
To address the challenges posed by overcrowding and high operational costs, Mr. Baniwal proposed exploring alternatives such as anklet tracking for released inmates and the establishment of after-release care centers. He emphasized the importance of productivity and rehabilitation in the criminal justice system.
Focus on Inmate Well-being and Rehabilitation
Tihar places a strong emphasis on correctional administration, offering spirituality courses, meditation sessions, and targeted exercises to facilitate inmate rehabilitation. Mr. Baniwal highlighted the importance of emotional and mental well-being in reducing recidivism rates and fostering a positive transition post-release.
Humanizing Incarceration
In addition to rehabilitation efforts, Tihar strives to humanize the incarceration experience by organizing celebrations for festivals and national events. Initiatives like the “Sparsh Scheme” provide emotional support to inmates, particularly those who lack regular visitors, by offering hugs and gifts during special occasions.

Mr. Baniwal personally engages with inmates, listening to their concerns and actively seeking solutions to address their needs. His commitment to inmate welfare and rehabilitation reflects Tihar’s dedication to fostering positive change within the criminal justice system.
