MHA clarifies position ahead of Winter Session

New Delhi — The Ministry of Home Affairs (MHA) has clarified that the Centre currently has no intention of introducing a bill concerning Chandigarh’s administration during Parliament’s upcoming Winter Session. The announcement comes amid speculation about potential changes to the governance structure of the Union Territory.

Proposal under discussion, not finalised

According to the MHA, the matter remains under discussion and no final decision has been taken. Officials emphasised that any proposal is aimed at streamlining administrative processes and is not intended to alter Chandigarh’s governance or its ties with Punjab and Haryana. The government also assured that any future steps would involve consultations with all stakeholders to safeguard the interests of the territory and its residents.

Political concerns addressed

The clarification comes after reports suggested the Centre might bring a bill under Article 240 of the Constitution, which governs Union Territories. Such a move had raised concerns about potential administrative changes. By reiterating that no bill is planned for the Winter Session, the government has sought to calm political tensions and avoid unnecessary speculation.

Focus on governance, not restructuring

MHA sources highlighted that the Centre is exploring ways to simplify the law-making process for Chandigarh’s administration without modifying its fundamental structure. The government maintained that the city’s administrative framework and the balance of responsibilities between Punjab, Haryana, and the Union Territory would remain unchanged for now.

Looking ahead

While no bill is expected this Winter, officials noted that the proposal could be revisited in the future after consultations with local authorities, elected representatives, and relevant stakeholders. Until then, Chandigarh’s administration will continue under the existing legal framework.
