New Delhi: Prime Minister Narendra Modi will undertake an official visit to Malaysia from February 7 to 8 at the invitation of Malaysian Prime Minister Anwar Ibrahim, with India saying the trip is aimed at strengthening a rapidly expanding bilateral partnership across multiple sectors.

According to a statement issued by the Ministry of External Affairs (MEA) on February 4, the two-day visit will focus on reinforcing cooperation in trade and investment, defence and security, maritime engagement, digital finance, energy, healthcare, education, tourism, and cultural exchanges.

This will be PM Modi’s third visit to Malaysia and his first since India and Malaysia elevated their relationship to a Comprehensive Strategic Partnership in August 2024.

First visit after partnership upgrade

MEA said the visit comes at an important moment in bilateral relations, following the formal upgrade of ties last year. The Comprehensive Strategic Partnership framework widened cooperation beyond traditional areas into technology, strategic coordination, and advanced economic collaboration.

During the visit, PM Modi will hold bilateral talks with Malaysian Prime Minister Anwar Ibrahim. The leaders are expected to review progress made since the partnership upgrade and identify new priority areas for cooperation.

Officials said the discussions will help take stock of ongoing joint initiatives and create a roadmap for future engagement under the expanded framework.

The talks are expected to include both government-to-government cooperation and private sector partnerships.

Strong economic and business focus

A major highlight of the visit will be the economic engagement track. The 10th India–Malaysia CEO Forum will be held alongside the visit, bringing together top industry leaders and business representatives from both countries.

The forum is expected to explore new investment opportunities, joint ventures, technology collaboration, and trade expansion. Sectors likely to feature prominently include digital and financial technology, manufacturing, infrastructure, clean energy, and services.

MEA officials said both sides are keen to deepen business linkages and promote two-way investment flows, especially in emerging and innovation-driven sectors.

PM Modi is also scheduled to interact directly with business and industry representatives during the visit.

Engagement with Indian community

The Prime Minister will also meet members of the Indian community in Malaysia, which is estimated at around 29 lakh (2.9 million) people and is among the largest Indian diaspora populations in the world.

The diaspora is described by officials as a key bridge between the two countries, contributing significantly to cultural ties, commercial relations, and people-to-people engagement.

Community interactions are expected to highlight diaspora contributions and explore ways to further strengthen educational, cultural, and entrepreneurial links.

India has increasingly placed diaspora engagement at the centre of its foreign outreach strategy, particularly in Southeast Asia and the Indo-Pacific.

Wide agenda of cooperation

Officials indicated that the bilateral agenda will cover a broad spectrum of cooperation areas. These include:

  • Trade and investment
  • Defence and security collaboration
  • Maritime cooperation
  • Digital and financial technology
  • Energy and sustainability
  • Healthcare and pharmaceuticals
  • Education and skill development
  • Tourism and cultural exchanges

Both sides are also expected to discuss expanding cooperation in new and emerging sectors while consolidating existing partnerships.

Strategic coordination in the Indo-Pacific region may also figure in the discussions, given shared maritime interests and regional connectivity priorities.

Part of Act East engagement

The visit aligns with India’s continuing efforts to deepen engagement with Southeast Asia under its Act East policy. Malaysia is considered a key partner in the region due to its strategic location, economic linkages, and regional influence.

Officials said the Kuala Lumpur talks are likely to focus on enhancing connectivity, improving business ecosystems, and strengthening regional cooperation mechanisms.

The MEA said the visit will provide an opportunity for both leaders to review the “entire gamut” of bilateral ties and set the direction for deeper and mutually beneficial engagement in the coming years.

The trip is expected to give fresh momentum to India–Malaysia relations across strategic, economic, and cultural domains.
