Vijayapura: 3 months to U Katti’s death, no District In-Charge

Vijayapura: Following the sudden demise of Minister Umesh Katti due to cardiac arrest in Bengaluru on September 6, Vijayapura District has not had a District In-charge Minister.

After Katti’s death, the Government has not taken any initiative to appoint a District In-Charge Minister for Vijayapura. Many people, including the officials, believe that the role of the District In-charge Minister is vital in the development of the District as the Minister acts as the link between the District and the Government.

While local MLAs have the role to play in bringing public issues to the notice of the Government, however, they do not carry the authority like the Minister has. Considering this, having District In-charge Ministers are important.

“As per the Government norms, it is mandatory for the District Administration to call for quarterly Karnataka Development Programme (KDP) meetings to be chaired by the District Administration. The In-charge Minister when chairs the meeting, allows MLAs of the District to attend the meeting and raise public issues. It could be related to civil works, farmers’ issues, natural calamities, the health care system etc. The In-charge Minister can take note of these matters and take up the issue at the Government level. Sometimes the issues are so important that it needs the attention of the Chief Minister himself. The In-charge Minister has more authority and can get the work done at the Government level. Since the In-charge Minister holds some portfolio, any projects related to his department can be addressed locally as he keeps visiting the District for meetings.

Considering all these aspects, it is important for the District to have In-charge Minister,” said an official of Zilla Panchayat. He said that it was on July 25 this year when the last KDP meeting was held which was chaired by the late Katti. He died before the next KDP meeting. Since then, no KDP meeting could be convened.

During the recent press conference held by the BJP District Unit, District President, R. S. Patil Kuchabal also said that the District Unit will raise the matter before the Government to appoint some Minister as In-charge Minister. Now, with the Government having only around four months of its tenure, it is not certain whether the Government will appoint any In-charge Minister for the District.
