Bengaluru: The Bangalore Political Action Committee (B.PAC) on Friday released its rating of all 27 incumbent MLAs of the city, based on eight data sets available in the public domain. MLAs were rated on their performance in these eight domains on a score of 100.
While Sarvagna Nagar MLA K.J. George emerged as the topper with a score of 87, C.V. Raman Nagar MLA S. Raghu was rated the least with 32. Byatarayanapura MLA Krishna Byre Gowda and Shantinagar MLA N.A. Haris were tied for the second spot at 84.
The rating was based on attendance in the Assembly (20%); starred questions (20%); un-starred questions (5%); MLA LAD fund utilisation (20%); Perception Survey of DAKSH-ADR (15%); educational qualification (5%); criminal record (5%); and social media presence (10%).
The B.PAC has used weighted averages for ministers to level the playing field. “The analysis aims to bring objectivity into electoral discussions and encourage voters to engage with their respective elected representatives so that they can make an informed choice. This is not to be interpreted as a rating of integrity and quality of work undertaken by MLAs,” said Revathy Ashok, CEO, B.PAC.
Nine MLAs scored 75% and above while 10 were rated between 50% and 75%. Eight MLAs scored below 50%. Only 19 MLAs had no criminal records.
City MLAs fared well in spending MLA LAD funds: 18 spent 95% of the allotted funds.
The MLA with the highest attendance in the Assembly was not a minister. He is Dr. C.N. Ashwath Narayan of the BJP with 96% attendance.
In the last five years, Bengaluru MLAs asked 262 starred questions and 3,356 un-starred questions during 16 Assembly sessions.
All the 27 MLAs have a presence on social media platforms like Facebook and Twitter, though their engagement on these platforms vary.
