The Karnataka government has introduced a new Bill granting the Bruhat Bengaluru Mahanagara Palike (BBMP) the authority to declare any road as a public street.

According to the BBMP (Amendment) Bill, private landowners who have benefited from such roads will not receive compensation or development rights certificates once their streets are designated as public. The Bill allows zonal commissioners to notify owners of deteriorating private streets that pose safety or health risks before converting them into public roads. If a street spans multiple zones, all relevant zonal commissioners will issue a joint notice.

For a private road to be declared public, it must have direct connectivity to an existing public road. The Bill defines a public street as any road, alley, passage, or square where the public has the right of way and which is maintained by the government or a public authority.

Additionally, the Bill gives BBMP the power to set and revise fees, levies, and penalties in line with Article 243X of the Constitution. It also proposes reducing the maximum chargeable fee for residential building approvals. Furthermore, zonal commissioners will have the authority to prevent the use of unauthorized structures.
