The Joint Scrutiny Committee of the Karnataka Legislative Assembly held public consultations on the Greater Bengaluru Governance Bill, 2024, which proposes restructuring the BBMP into multiple corporations under a central Greater Bengaluru Authority (GBA). While the bill aims to improve coordination and funding distribution, strong opposition emerged against sharing property tax revenues across different corporations.

BBMP Chief Commissioner Tushar Girinath explained that revenue from wealthier zones like Mahadevapura would be pooled and redistributed to support lower-revenue areas. However, residents and former councillors criticized the move, fearing reduced local autonomy and delayed BBMP elections.

Citizens also questioned the necessity of the GBA, arguing that the Urban Development Department already handles citywide coordination. Joint Scrutiny Committee Chairman Rizwan Arshad defended the bill, assuring that financial reallocation would follow constitutional provisions and an independent finance commission’s recommendations. The final report is set to be submitted by February 21, with BBMP elections expected by August.
