In a significant urban planning reform, the Karnataka government has liberalised the use of Transferable Development Rights (TDR) across the Greater Bengaluru Area (GBA). As per the new order issued Tuesday, Development Rights Certificates (DRCs) can now be used anywhere within the GBA, irrespective of local planning area (LPA) boundaries. This ends the long-standing restriction where DRCs were confined to their issuing authority’s jurisdiction (e.g., BDA or BMICPA).

The GBA, covering 709 sq km, will now be treated as a single planning unit. This move aims to boost transparency, curb malpractice, and make TDRs more viable for builders and landowners. The BDA will oversee all DRC transactions city-wide. It follows another major reform in 2024, which extended TDR benefits to agricultural landowners, provided they pay conversion charges.
