The Parappana Agrahara police have booked a homeowner for violating rental regulations by renting her house to two foreign nationals without notifying the authorities. The case has sparked renewed warnings from city police to landlords about mandatory compliance under the law.
On August 26, the Central Crime Branch (CCB) raided a residence in Chudasandra and rescued two Ugandan women who were staying there illegally. The homeowner, identified as Ambuja, had failed to provide the police with the required documents before letting out her property. She is currently absconding.
A case has been registered under the provisions of the Foreigners Act, officials confirmed.
Police stress compliance with Form-C
According to Bengaluru Police Commissioner Seemant Kumar Singh, the incident underscores the importance of following legal procedures.
“The homeowner did not submit Form-C, which is mandatory. The police were not informed. We are appealing again to follow legal and mandatory provisions when renting to foreigners. Failing which, legal action will be taken on both the landlord and the tenant/s,” Singh said.
Form-C is a mandatory document that landlords must submit to the Foreigners Regional Registration Office (FRRO) when renting or leasing premises to foreign nationals. It allows authorities to track the stay of foreign visitors and ensures compliance with visa regulations.

This case comes at a time when authorities are tightening checks on rental agreements and subletting practices in Bengaluru. The Karnataka Rent Act already prescribes fines of up to ₹50,000 for tenants who sublet houses without the landlord’s consent.
Officials said that such measures are aimed at ensuring both national security and lawful tenancy practices. Foreigners staying without proper documentation can face deportation, while landlords may face penal consequences.
