Bengaluru Solid Waste Management Limited (BSWML) has invited bids to build and operate four construction and demolition (C&D) waste management plants across the city. Sources reveal that four bidders have shown interest, and the tender process is nearing completion. If finalized, the new system is expected to be operational within two years.
The initiative aims to curb illegal C&D waste dumping by attaching mandatory management plans to all sanctioned constructions. The plants will process unclaimed roadside debris and waste from identified sources. Each plant, with a 750 TPD capacity and a minimum crushing rate of 150 tonnes/hour, must comply with strict service benchmarks, including GPS-based vehicle tracking and CCTV monitoring, integrated with BSWML’s central system.
The project also includes public awareness campaigns under Swachh Bharat Mission 2.0 and a call center to address grievances. Bulk waste generators (BWGs) producing over 20 MT must register with BSWML, pay processing fees, and arrange for waste transportation. However, concerns remain over the lack of demand for recycled products, as builders often opt for cheaper fresh aggregates despite Indian Standards promoting recycled materials for non-structural uses.
Experts emphasize the need for a hub-and-spoke collection model, as seen in Delhi, to streamline operations and reduce traffic congestion. Currently, unregulated dumping continues, even by major organizations like BMRCL. The BBMP hopes to enforce accountability by linking C&D waste management to plan sanctions, addressing Bengaluru’s mounting waste challenges.
