First ever: KAS officer files complaint with KSHRC against CS, 9 other IAS officers

Benguluru: In first of its kind development, a KAS officer has lodged a complaint with the Karnataka State Human Rights Commission (KSHRC) against Chief Secretary of Karnataka, Vijay Bhaskar and nine other IAS officers, alleging Human Rights violations.

K Mathai, Administrative Officer, Sakala Mission, Department of Personnel and Administrative Reforms (DPAR) has been trying to file a complaint against Vijay Bhaskar and his nine associates in contravention of Articles 14, 15, and 16 of the Constitution from two months. After much hesitation to accept his complaint stating that it had no jurisdiction in the case, the KSHRC finally registered Mathai’s complaint on Monday, April 29.

“I explained and convinced the KSHRC officials that government employees too have rights and violation of their rights have to be treated as violation of human rights,’’ Mathai told Bangalore Mirror.

Mathai, in his complaint has stated that he has been transferred 27 times in a span of 10 years in his service as he had exposed a land scam in Mandya Urban Development Authority (MUDA) worth Rs 300 crore. He has mentioned that Vijaya Bhaskar, Gautam Bagadi, Anil Kumar, Shivakumar, E V Ramana Reddy, Hiremath, Srinivas, Anjum Parvez, M Lakshminarayana and G Kalpana had caused him undue mental harassment.

“I have been mentally harassed for fighting against corruption. The then Minister for Housing Dr M H Ambareesh insisted that the then Urban Development Minister Vinay Kumar Sorake transfer me immediately since there were complaints alleging that I might indulge in corruption in the future. The government transferred me 27 times in 10 years. I’m being targeted for preparing a report on the land scam in Mandya Urban Development Authority (MUDA),’’ Bangalore Mirror quoted Mathai.

Mathai said that he has written to to Chief Minister H D Kumaraswamy on April 23 seeking an appointment to explain his situation to him, with no response yet. Reportedly, he has also sought permission to meet former chief minister Siddaramaiah but has not got an appointment so far.
