HC orally directs IAS officer Rohini Sindhuri to follow transfer order

Bengaluru: The High Court (HC) has orally directed Deputy Commissioner IAS officer Rohini Sindhuri to follow the transfer order issued earlier and report to duty at the designated post as Commissioner in the Department of Employment and Training. Challenging the earlier transfer order of the Central Administrative Tribunal (CAT), Sindhuri had moved HC on April 20.

Sindhuri, who assumed charge as Hassan Deputy Commissioner in July 2017, was first transferred on January 22, 2018 but it was put on hold till March 5 with the intervention of Election Commission.

On March 7, the government again transferred her but she was retained in the same post temporarily till the disposal of her fresh plea before the Central Administrative Tribunal (CAT), which allowed her continuation in the post till March 26.

The CAT however on April 17, dismissed an application filed by her questioning the state government’s action. Prior to that, the CAT had asked Sindhuri to submit a representation to the Chief Secretary against her transfer,

In her plea before the HC, she had contended that she had been subjected to repeated, unscheduled and premature transfers contrary to the provisions of the Indian Administrative Services (Cadre) Amendment Rules, 2014, which were framed on the directions given by the apex court, which allows the cadre posts of IAS to have a fixed tenure of two years as per the rules.

The divisional bench of HC led by justice H G Ramesh, while issuing the directive to Sindhuri had asked the state government to submit the set of guidelines followed to transfer IAS cadre officers before the next hearing on May 30.
