Karnataka not happy with “Ease of Doing Business” ranking

Bengaluru: The state government wants to broaden the parameters for ranking the states for the “Ease of Doing Business” ranking. The state has slipped to 13th slot from 9th slot in 2015 in the list prepared by the World Bank and the Union Department of Industrial Policy and Promotion this year.
Karnataka to foster economic ties with Polish region: R V Deshpande-1Speaking to media persons here on Wednesday, R V Deshpande, Minister for Large and Medium Industries and Commerce said the state had attracted Rs. 1,09,773 Crore investment between January and July this year and complied with 301 parameters out of 340 parameters of “Ease of Doing Business”. “We have complied with 20 more parameters but those were rejected by the Department of Industrial Policy and Promotion on technical grounds. I want to raise the issue during the meeting on November 16 with Union Minister for Commerce and Industry Nirmala Sitharaman. During the last year, I had made suggestions during the meet held in Delhi. I will raise these issues again during the meeting scheduled to be held on November 16,’’ Deshpande said.

Minister said most of the departments had complied with parameters of “Ease of Doing Business” except those of the Department of Urban Development, Factories and Boilers Department and the Department of Law. “The “Ease of Doing Business” parameters are basically a measure from the point of view of obtaining clearances of certain identified procedures through online source. Karnataka has made most of the approval/clearance process online. As per the statistics released by the Department of Industrial Policy and Promotion, the state has attracted investments of Rs.1.09 Lakh Crores during the period – January to July 2016. The state will continue to strive to be the best in attracting investments,’’ the minister assured.

It may be recalled that Andhra Pradesh and Telangana have jointly topped the “Ease of Doing Business” ranking, while Gujarat has slipped to the third position in the list prepared by the World Bank and the India government’s Department of Industrial Policy and Promotion, this year.

Chhattisgarh, Madhya Pradesh and Haryana occupied the fourth, fifth and sixth slots in the index based on the degree of implementation of the government’s 340-point Business Reform Action Plan.

The Action Plan includes reforms on 58 regulatory processes, policies, practices or procedures spread across 10 reform areas spanning the lifecycle of a typical business. These are mainly single window clearance, tax reforms, labour and environment reforms, dispute resolution and construction permit.

In the 2015 index, Gujarat featured at the top, with Andhra Pradesh grabbing the second position and Telangana the 13th.

The 2016 Index showing those in the list of top 10 states providing a better climate for businesses include Jharkhand (7th), Rajasthan (8th), Uttarakhand (9th) and Maharashtra (10th).
