Lockdown relaxation in K’taka from June 21: What’s in and out

Mangaluru: The guidelines for Covid – 19 containment based on the case positivity rates of the districts issued by the State Government will come into effect from 6 am Monday, June 21 and will be in effect up to 5 am Monday, July 5.

Night Curfew will continue to be imposed from 7 pm to 5 am and the weekend curfew from Friday from 7 pm to Monday at 5 am.

Buses permitted to operate with 50% of the seating capacity, strictly adhering to Covid – 19 appropriate behaviour. No travel by standing allowed.

Guidelines for Dakshina Kannada from the district administration

The guidelines in DK will come into effect from 6 am Monday, June 21 up to 5 am Monday, July 5.

In the Dakshina Kannada district according to Deputy Commissioner Dr. Rajendra K.V, the night curfew will be imposed from 7 pm to morning 7 am, while weekend curfew will be imposed from Friday 7 pm to Monday 7 am as against 5 am. There is no permission for buses to ply in the district.  

Further, all the shops and establishments are shops dealing with food, groceries, fruits and vegetables, meat and fish, dairy and milk booths, and animal fodder shall be allowed to function from 7 am to 1 pm. Street vendors allowed to function from 7 am to 1 pm. Public distribution system shops are allowed from 7 am to 1 pm. Standalone liquor shops and outlets, take away only, allowed from 7 am to 1 pm. Also optical shops permitted to function from 7 am to 1 pm.

These apart, parks are not permitted to open in the district. The rest of the guidelines are the same as the other 12 districts in the category.

Guidelines for 12 districts having positivity rate of more than 5% but less than 10%

In the districts namely Dakshina Kannada, Udupi, Hassan, Shivamogga, Chamarajanagara, Chikkamagaluru, Bengaluru Rural, Davanagere, Kodagu, Ballari, Chitradurga and Vijayapura all production units/establishment/industries are permitted to function with 50% of their staff strength strictly adhering to COVID appropriate behaviour. However, production units/establishments/industries engaged in Garment manufacturing are permitted to function with 30% of their staff strength.

Further, shops dealing with food, groceries, fruits and vegetables, meat and fish, dairy and milk booths, and animal fodder shall be allowed to function from 6 am to 2 pm. Street vendors allowed to function from 6  am to 2 pm. Public distribution system shops are allowed from 6 am to 2 pm. Standalone liquor shops and outlets, take away only,  allowed from 6 am to 2 pm. Also optical shops permitted to function from 6 am to 2 pm

Parks permitted to open from 5 am to 10 am for walking and jogging purposes and no group activities will be permitted.

In addition to already operating Government offices, the following   Government offices are also permitted to function with 50% of their staff. The offices are Agriculture and allied offices, PWD, Housing, RTOs, Cooperation, NABARD and offices of Department of Revenue, Government of India. Skill training pertaining to Health Sector, including Solid Waste Management are permitted. Further, taxis and autorickshaws are permitted to operate and allowed to carry a maximum of 2 passengers only.

Also, All construction activities/repair works including shops/establishments dealing with construction material dealing with cement and steel, permitted outside the containment zone

Home delivery of all items shall be encouraged 24×7 to minimize the movement of individuals outside their homes.

Only Mysuru district that has a positivity rate of over 10 % will continue to have complete lockdown up to 5 am Monday, July 5. No other additional economic or other activities permitted.

Guidelines for 17 districts having a positivity rate of less than 5%

In the districts namely, Uttara Kannada, Belagavi, Mandya, Koppal, Dharwad, Chikkabalapura, Tumakuru, Kolar, Bengaluru Urban (including BBMP Area), Gadag, Raichur, Bagalkot,  Kalaburagi, Haveri, Ramanagara, Yadgir and Bidar all production units/industrial establishment/industries are permitted to function with 50% of their staff strength strictly adhering to COVID appropriate behaviour. However, production units/industrial establishments/industries engaged in Garment manufacturing are permitted to function with 30% of their staff strength. All Shops without any distinction between essential and non-essential goods/services allowed to function outside the containment zone from 6 am to 5 pm. However, air-conditioned shops, air-conditioned shopping complexes, malls, are not permitted to function.

Further, all hotels, restaurants, eateries, bars and clubs are allowed to function from 6 am to 5 pm for in-dining with 50% capacity and no liquor will be permitted to be served while in-dining. Home delivery is permitted 24/7. However, hotels, restaurants eateries, bars and clubs with air-condition are not permitted to operate. Further Pubs are not permitted to function. Hospitality services (lodging, resorts etc.) allowed to function with 50% of its occupancy. Also SOPs issued by the concerned department should be adhered to.

Only outdoor film/television-serial related shooting permitted, while parks permitted to open from 5 am to 6 pm for walking and jogging with no permission for group activities. Also non-air-conditioned Gymnasiums are permitted to function with 50%    of its capacity an all outdoor sports activities allowed without spectators.

The Government and private offices are permitted to function with  50% of their staff strength. However, offices dealing with essential and emergency services are permitted to function as per their requirement. Where ever possible work from home should be encouraged. Skill trainings pertaining to Health Sector, including Solid Waste Management, are permitted. All Construction activities/ civil repair works including shops/establishments dealing with construction material, permitted outside the containment zone.

Also metro rail services are permitted whereas taxis, and autorickshaws are permitted to operate carrying maximum of 2 passengers only. Home- delivery of all items will also be encouraged 24×7 to minimize movement of individuals outside their homes.

Guidelines for night curfew

The movement of individuals shall remain strictly prohibited between 7 pm to 5 am except for essential activities. Patients and their attendants/persons requiring emergency need for movement shall be allowed to move. All industries/companies which require operations at night shall be permitted to operate. The movement of employees of such organisations shall be allowed on producing valid ID card/authorisation issued by their respective organisation/Institution.

Employees and vehicles of Telecom and Internet Service providers shall be allowed movement on producing valid ID card issued by their respective organisation/institution. Only essential staff/employees of IT and ITeS companies /organisation shall work from office. The rest will work from home.

Medical, emergency and essential services including pharmacies shall  be fully functional and other commercial activities are prohibited. There shall be no restriction in movement of all types of goods through trucks, goods vehicles or any goods carriers, including empty vehicles. Home delivery of goods and operations of E-Commerce companies are allowed.

Movement of buses, trains and air travel are permitted. Movement of  Public Transport, private vehicles and taxis to and from airports, bus terminals/bus stand, railway stations etc. are allowed, for facilitating movement of passengers by air, rail and road. The movement will be allowed only on displaying valid travel documents/tickets.

Guidelines for weekend curfew

The movement of individuals shall remain strictly prohibited between Friday 7 pm to Monday 5 am, except for essential and emergency activities that follows. All State and Central Government offices and their autonomous bodies, corporations, etc. dealing with emergency, essential services  and Covid – 19 containment and management duties shall be fully functional and officers/personnel of the same shall be allowed unrestricted movement. All Industries/Companies/Organisations dealing with emergency and essential services and requiring operations 24/7 shall be permitted to      operate. The movement of employees of such organisations shall be allowed on producing valid ID card issued by their respective organisation/Institution. However, to the extent possible, employees should be encouraged to work from home.

Employees and vehicles of Telecom and Internet Service providers shall be allowed movement on producing valid ID card issued by their respective organisation/institution. Only essential staff/employees of of IT and ITeS companies /organisation shall work from office. Rest will work from home.

Patients and their attendants/persons requiring emergency need, eligible people intending to take vaccination shall be allowed movement with minimal proof.

Restaurant and eateries shall be allowed only for take-away and home delivery.

Movement of buses, trains and air travel are permitted. Movement of Public Transport, private vehicles and taxis to and from airports, railway stations and bus terminals/stops/stands is allowed for facilitating movement of passengers by air, rail and road. The movement will be allowed only on displaying valid travel documents/tickets.

Marriages and Cremation/Funerals

Marriages already scheduled are permitted to be conducted at their respective home in a low key manner involving only close family relatives up to 40 people and strictly adhering to Covid – 19 appropriate  behaviour and guidelines issued by the State Government.

Cremation/funerals to be allowed strictly adhering to COVID 19 appropriate with maximum of 5 people.
