Train travel continues to be one of the most convenient and affordable modes of transportation in India, connecting even the remotest regions of the country. As Indian Railways expands its network and introduces passenger-friendly reforms, travellers often have queries about the dos and don’ts while travelling by train. Among the most common questions is regarding the amount of liquor one can legally carry on board.

Carrying liquor on trains: What the rules say

According to Indian Railways and excise regulations, passengers are allowed to carry alcohol in limited quantities for personal consumption, but strict rules apply depending on the state of travel. There is no blanket permission to carry liquor across India as alcohol laws fall under the jurisdiction of individual states.

Generally, passengers can carry up to two litres of sealed liquor bottles for personal use, provided it is purchased legally from an authorised outlet and the passenger possesses a valid purchase bill. The liquor must be kept in checked luggage and not consumed on board.

However, travelling through or to states where liquor is banned — such as Gujarat, Bihar, Nagaland, and parts of Lakshadweep — is an exception. Carrying alcohol into these dry states is strictly prohibited, even in sealed bottles, and can attract fines or imprisonment under local excise laws.

Consumption on trains strictly banned

While carrying liquor in sealed bottles may be allowed under certain conditions, drinking alcohol on the train or at railway premises is a punishable offence. The Indian Railways Act and Railway Police regulations clearly prohibit passengers from consuming alcoholic beverages during travel.

If a passenger is found drunk or consuming alcohol onboard, the Railway Protection Force (RPF) has the authority to remove the individual from the train and impose penalties. The offence can attract fines of up to ₹500 or more, depending on the severity and state-specific rules

State-wise restrictions to remember

Each state in India has its own excise policy regarding the transport of liquor.

  • Delhi and Maharashtra: Allow passengers to carry limited quantities (up to 2 litres) for personal use.
  • Goa: Liquor can be carried out of the state only in limited quantities as per excise limits.
  • Bihar and Gujarat: Complete prohibition on possession and transport of alcohol.
  • Rajasthan and Uttar Pradesh: Passengers can carry small quantities, but inter-state transport may require a permit.

Passengers are advised to check the latest excise rules of the originating and destination states before travelling.

What passengers should keep in mind

  • Carry only sealed bottles purchased from authorised shops.
  • Keep the purchase bill handy in case of inspection by authorities.
  • Avoid carrying liquor when travelling to or through dry states.
  • Never consume alcohol inside trains or at railway stations.

Following these guidelines helps passengers avoid unnecessary legal issues and ensures a smooth journey.

Railways focus on safer, comfortable travel

Indian Railways has recently taken several measures to enhance passenger comfort, including modernised coaches, improved catering, and stricter enforcement of onboard safety rules. The focus on maintaining discipline and safety extends to enforcing restrictions on alcohol use, ensuring a secure travel experience for all passengers.
