A fresh controversy has erupted within the Karnataka police force, as Deputy Inspector General (DIG) Vartika Katiyar has accused her senior, Inspector General (IG) D Roopa Moudgil, of orchestrating the planting of confidential documents in her office. According to an Indian Express report, Katiyar, a 2010-batch IPS officer, filed a formal complaint on February 20 with Karnataka Chief Secretary Shalini Rajneesh and Director General of Police (DGP) Alok Mohan, both of whom are currently stationed in the Internal Security Division (ISD).

In her complaint, Katiyar alleges that on September 6, 2024, Head Constable Manjunath T.S. and Home Guard Mallikarjun entered her chamber without her knowledge. She claims they were acting under the directions of Moudgil, a 2000-batch IPS officer. The duo allegedly placed files in Katiyar’s office, took photographs of them, and shared these images via WhatsApp. Katiyar asserts that the two men accessed her office using keys obtained from the Control Room during her absence.

Katiyar has also accused Moudgil of threatening to file a negative annual report against her.

This latest dispute adds to Moudgil’s history of public clashes, notably a high-profile confrontation with IAS officer Rohini Sindhuri in 2023, which led to legal proceedings. The current conflict between Katiyar and Moudgil has further intensified tensions within the Karnataka police force, raising questions about internal governance and accountability.
