In a decisive move against unauthorised overseas recruitment, Avaneesh Shukla, Protector of Emigrants (PoE) for Karnataka and Goa, visited Mangaluru on Thursday following alerts about illegal job interviews being conducted in the city.

Two separate illegal recruitment operations were exposed during his visit. The first case involved Z-Zone Consultancy, operating in Bendoorwell without the mandatory licence under the Emigration Act, 1983. Though the interviews were postponed before Shukla’s arrival, the agency was already under police investigation. It was found recruiting candidates for overseas placements without clearance from the Ministry of External Affairs.

A second agency operating from Pumpwell was caught during a joint operation with Mangaluru City police. For the past six months, it had been actively promoting overseas jobs on Instagram and other social media, targeting placements in Europe, Israel, Mauritius, and Gulf nations. Authorities seized application forms and biodatas during the raid. An FIR was filed, making this the third such case in Karnataka within six months.

Previously, action was taken against another unlicensed recruiter—Hireglow Elegant Overseas International Pvt Ltd—also based in Bendoorwell.

Shukla urged the public to verify the credentials of recruitment firms on the government portal www.emigrate.gov.in or at the nearest PoE office. He reminded that under Section 10 of the Emigration Act, 1983, no recruitment for overseas employment is legal without official certification.
